Carlos Ramos

Born in Lisbon in 1978, Carlos Ramos holds a degree in Electrotechnical and Computer Engineering, complemented by studies in cultural management and programming. Since 2006, he has been a programmer at the IndieLisboa International Film Festival, where he became co-director in 2015. In 2014, he founded PLUNC – International Festival of Digital Arts and New Media, curating retrospectives dedicated to renowned figures in media art. Since 2017, he has also worked as a consultant and evaluator for several national and international cultural organisations, including LIM | Less is More, Direcção-Geral das Artes (DGARTES), Eurimages, and the Creative Europe Programme.

Carlos Ramos participated in “Greatest” Short Films of All Time 2025, a first-ever poll of its kind as a collective love letter to the art of short-form moving image. yanco and Kurzfilm Festival Hamburg, in collaboration with Talking Shorts, invited filmmakers, curators, distributors, critics, and scholars worldwide to nominate 10 audiovisual works under sixty minutes that they personally consider the “greatest” of all time.
